• Analysis Component: An all hazard Comprehensive analysis of current plans and capabilities as they apply to nationally accepted standards. Including a needs assessment identifying response demands and response actions from an all hazard approach that identifies points or practices deemed absent or questionable in current plans

• Plan Enhancement Component: Overhaul of current plans, salvaging any components within current plans that provide functional solutions to response demands and providing additional plan development and solutions for components of existing plans that are incomplete or absent.

• Training and Education Component: Providing education and training for Managers, Staff and Occupants. Familiarizing them with all applicable components of the plans as well as with identified response demands and subsequent response actions. This service ranges from JSR STAR's ability to provide the entire training and education process to providing assistance to the client to enhance their ability to provide for their own. Assistance with program scheduling, packaging and presentation are included as requested. This component also includes all aspects of exercise planning and development, presentation and evaluation associated with tabletop, functional and full-scale exercises.

• Response Component: Provides for a response service available from JSR STAR that can include a real time response to any emergency where requested once notified by the client. Available response services provided by JSR STAR include a resource component intended to assist with the ICS (incident command system) aspects of an event, a command and control component that provides experienced command level responders to assist with the overall management of an incident including all facets of the emergency operation center, interaction with local regional and federal emergency responders and media management.

• Recovery Component: This component provides resources to assist with the real time aspects of recovery during and after an event. Consideration is given to immediate, short term and long-term recovery strategies as they apply to aspects of recovery components such as human resources, business practices, liability factors, financial considerations and information systems.

• Mitigation Component: Includes identifying shortcomings in the plan, unforeseen response demands and other factors resulting from a specific event. Findings will be analyzed and through the incorporation of lessons learned enhance the ability of the client to avoid future similar events or at a minimum enhance their capability to control the overall outcome of future similar events.
