It is hoped that most facilities have emergency response plans in place. Even so, we at JSR STAR have found that a large number of current plans fall drastically short of the desired mark with regards to practical, logical and realistic solutions to planning, training and real time response and recovery from most emergency situations. Unfortunately, the time when many administrators, facility managers and occupants are confronted with this realization is when an event is unfolding and their ability to cope with the circumstances is being eroded.
